Apparently you can catch a Level 33 Salazzle before you even complete the tutorial of Pokemon Scarlet and Violet

So your Pokemon will be in the Level 8 - 14s at this point

Apparently Tyrunt and Tyrantrum can naturally learn the move Charm by level up

They, along with Naganadel, are the only Dragon type Pokemon to naturally learn the move

Goodra is actually naturally as fast as Passimian

Both Pokemon have a base Speed stat of 80

So if either Pokemon were to fight each other, with similar speeds it would lead to a speed tie scenario where it's up to a coin flip who goes first
