I first saw this claim in O’Shaughnessy’s Empire Divided. There‘s a footnote with some details, but it depends a lot of exactly when and how you count stuff like the Leewards, Rupert’s Land, Bay of Honduras, etc…

This is a terrible deal. It does nothing to protect the healthcare of millions of Americans. It undoes all of the momentum and enthusiasm that we gained on Tuesday. It makes the shutdown Democrats’ fault because you spent all this time without getting any real concessions. Please don’t do this.
