Could go with acrylic or watercolor, watercolor is hard if you don't have a technique but after that it gets really easy. Acrylic is sort of the most forgiving of the three, and it's relatively cheap.

It can be if you don't have an idea of what you want to paint, I suggest trying to start with something you like painting that's simple, could be animals or nature scenes. I suggest staying away from oil-based paints until you get your footing, those require chemicals to clean and a lot of learning.
