"Off" and "off of" do not actually mean "on" in spite of their popular use.

you wouldn't use it too because it makes no sense. The team wants to "build on" their success not "off" or "off of" (another commonly used phrase). "Based off", "based off of", "build off" and "build off of" should all be replaced by "based on" and "build on".
