There are tax treaties between US and many countries that prevent double taxation. But the compliance (completing tax returns for two countries) is a pain.
As far as enforcement for expat taxes, there are extradition treaties and the fear of entering or transiting the US.

Renouncing US citizenship is very expensive and time consuming. And there is a big waitlist at the US consulates in Canada to process requests.
