The turnbaums are an example of a non draconic species getting a hold of a fae Ruby, they don’t turn into Dracokin, non draconic species don’t need to hide, they’d only need the Ruby to be able to turn into a dragon.
So most non dragons with the Ruby are power hungry criminals/bounty hunters
