Federal grants to universities are almost entirely on a Letter of Credit basis. Most universities will submit weekly or biweekly drawdowns from the Payment Management System to reimburse recent expenditures. Without those reimbursements universities will be burning through cash unsustainably.

There are so many cool people at networking events/the grad fair/meet and greets (potentially with free food :) ), and there's so much wondeful science to hear about! I would also really recommend going to poster sessions where there will be undergrads like yourself presenting.
