What I absolutely don’t believe is that the Santiago we’ve been shown would subject himself to Armand’s direction if he had any say in the matter, and that’s my number 1 reason for thinking Armand never lost control of the coven tbh. (That and the ‘unrest’ working too well for A’s convenience)
