For any of the artifact effects that are currently in the talent trees just give it an extra charge or double the %values or something. Just make it as silly as possible and it will be a success.

My most reliable feral druid defensive is jumping into bear form to increase my health to +10 mil.

I think it would definitely cause an increase in hoarding for those that already have those mind goblins, but the problem would eventually solve its self in generational increments.
