Indeed, it is one of the random Valentine's cards that can be received via newsletter! It's this one, specifically:

Hi there! This is a reference to the unused Ralsei encounter in the game's files. Although it is test dialogue and not meant to be taken seriously, I added it to the repository because... well, to be honest, I thought it would be funny.

I'm well aware Ralsei does not say it in game!
Ralsei Fleeing This cannot be reached, and seems to be a holdover from the general enemy template, albeit with the text... replaced. It causes Ralsei to speak the following text and run away.
