They absolutely don't think these people are paid. They're saying that these people are paid to create the narrative for their base so that the base thinks these people are paid. The sad thing is, far too many will wrongly and blindly accept it as fact.

I have really RP heavy games. I do XP for the first 10 levels which averages about 3-4 sessions and then move to milestone. sometimes we have several sessions that doesn't really warrant the boost and it takes 7 or 8 sessions. We have played weekly for 2 years. They just hit lvl 18. 5ish/ level.

If nothing exciting is going to happen, I give the players the option to come up with interactions of their own and will even allow minor activities. If something exciting COULD happen we roll. If I want something to happen, we roll appropriate skill checks to see how it plays out.

In many, though not all cases, we have convicted someone on their single worst possible decision on their worst possible day. Rehabilitation and reintegration should be the goal, not just the punishment of labor and time. Human rights are rights for all... even if you have made huge mistakes.
