I feel like she suffers a bit from the fact that the artifacts AND "cast noncreature" AND "cast instants or sorceries" are all spread up over Jeskai. In order to get Jhoira working properly, it seems like the stars kind of need to align a bit and you need to be uncontested in the UW Control lane too
