What looks like 'streamlining' the number of commands from the top is actually 'layering bureaucracy' from the field's perspective.

The fact that they shifted operational command from a regular CCMD (SOUTHCOM) to SOCOM is another tell; they needed folks who were willing to, um, 'color outside the lines.'
