I expect a problem with any republican proposal is it will begin by repealing pre-existing condition protections, essential benefit requirements, etc. But I'll reserve judgment until there's a proposal.

As you said, elimination of overpayment clawbacks would be a significant change... but it isn’t clear that would happen.
