HB 1069 gave the FLDOE the responsibility to approve reproductive health curriculum before it can be taught at the local level.

Orange County had to remove a lesson on consent from grades 6-8 to gain state approval.

Here is some of the removed information.
How does consent work in real life? Consent is about communication. Consent should happen every time. Giving consent for one activity, one time, does not mean giving consent for increased or recurring physical contact or events. For example, agreeing to hug someone doesn't give that person permission to kiss them. Having kissed someone in the past doesn't give that person permission to kiss them again in the future. You can change your mind at any time. A person can withdraw consent at any point if they feel uncomfortable. It's important to clearly communicate to one's partner/friend/family if they are no longer comfortable with an activity and wishes it to stop. The best way to ensure both parties are comfortable with physical boundaries is to talk about it. Positive consent can look like this: • Communicating when the type or degree of physical contact changes by using phrases like "Is this OK?" • Explicitly agreeing to certain activities, either by saying "yes" or by using another affirmative statement, such as "I agree to……” • Using physical cues to let the other person know they agree to the activity by using explicit gestures such as nodding in agreement. Consent does NOT look like this: • Refusing to acknowledge "no" • Assuming that wearing certain clothes, flirting, or kissing is an invitation for anything more • Someone being under the age of 18 (legal age of consent) as defined by the state • Someone being incapacitated because of drugs or alcohol • Pressuring someone into physical or sexual activity by using fear or intimidation • Assuming someone has permission to engage in a physical or sexual act because they've done it in the past

While the FLDOE prepared to post this bid, they were also arguing in court that HB 1467 would not increase regulatory costs beyond $200,000.

The judge issued his order on 7/6/23, finding in favor of the state.
