The first income tax was levied due to the costs of the Civil War. When it became a permanent tax in 1913 it was designed to have those with the most be taxed accordingly- it was enacted to cover Congress spending. GOP Congress uses their power to reverse the tax on the wealthy.

At a minimum they need to pass the same civics tests administered to those choosing US citizenship.
