Yup. Warframes had 10 mod slots at the time, this was before exilus and aura mods.
Abilities as mods were removed at some point, don't remember when, and warframe mod slots reduced to 8 to compensate, effectively giving you 2 extra slots. Then aura and exilus added 2 more later on
