I think this is a cool idea. They could establish a framework for response that governments could codify and instead of a patchwork of policy and government meddling, intervention would reflect the best practices driven by scientific consensus. For example, if R>X then f(X) cases determines

Globally, if everyone shifted retirement savings to more climate friendly options, it could reduce CO2e by 3.5 Gt.
