She is also not someone who applied for citizenship and, with hindsight, wouldn't have been granted it. She was born and raised in the UK. She is a product of the UK.

There are already different rules for those who farm the land and those who just own it. Targeting passive owners (whether above or below £1m) rather than all owners would have been one option. £1m does not go very far for an active farmer with some land and heavy plant.

It has been unhelpful that a lot of the numbers overlook the fact that a working farmer can't just rely on APR. eg plant only qualifies for BPR. If you have APR land of 900K and BPR plant of £300K, HMRC's stats imply they are unaffected, rather than having an extra £100K subject to IHT.
