States can hold polluters accountable, cut climate pollution, and fund essential services at the same time. RGGI is one effective option for that, and Pennsylvania should reconsider its choice to abandon it.

But regional cap-and-invest programs are superior: they decrease consumer costs and also lower the risk that companies will move from state to state to dodge the cost of pollution allowances. blogs.edf.org/climate411/2...
