Today’s report highlights significant concerns around DOLS including lack of awareness amongst staff and the public, significant increases in applications resulting in long delays and backlogs, and wide variation between areas on how they manage the DOLS process.

DOLS apply when someone over 18 and in a care home or hospital does not have the mental capacity to consent to their care arrangements which deprive them of their liberty. They are an important safeguard to make sure people’s rights are protected.
