I removed the plastic underskirt and scarf. I used a wired cape to replace the cloak, and sewed it closed. Added a wired hood and used the original cloak as the new underskirt.

niiiiiice, i have a side hobby restoring StarCom bombers. :D one of my favorite toys as a child and they are always so yellowed. restoring them is so satisfying :D
