I agree with @adammockler.bsky.social that these outrageous picks are just extreme anchors. In negotiation they are used to debase the other side. If the extreme anchor isn't accepted, you offer a less extreme alternative and the other side thinks, "Well, at least it wasn't that extreme offer."
