I think Godot would be the better option. I think MUGEN would be better if you wanted to just jump into making assets and coding in any form but both me and others have gotten serviceable prototypes out pretty quickly in Godot and I imagine fighting games wouldn't be too different.

Going from sketching to final piece. The specific test was to see how much a bad or rushed sketch would affect the output. Aside from some minor issues I have with it, the main problem is time. It is always faster to make a better drawing.
