It was originally intended as a carve out for farm vehicles, which I can appreciate. But it simply doesn't make sense for the general public to have a vehicle that's so dirty and dangerous as a passenger vehicle

I can't speak to the details, but the market is also determined heavily by the faulty regulation to the car market. EPA regulations allow worse fuel economy for trucks, and US tariffs on foreign trucks prevent products like kei trucks from entering the market.
