In either case, you'll likely need new thermal paste for the contact point between the CPU and cooling solution, too.

Best guess is, if you're running an all-in-one liquid cooler, the coolant has most likely boiled off and/or the pump is no longer functional.

If a classic air-cooling solution, fans are most likely nonfunctional and/or the heatsink is clogged with dust.

Alternately, do you know the make and model of the cooling solution? (heatsink and fan, or all-in-one pump/radiator, I'm guessing)

Start with the obvious then and replace your CPU's cooling solution. Do you happen to know the make and model of the CPU in your computer?
