Looking at medieval city-states, company towns and contemporary smart cities, we argue that city "autonomy" is incapable without symmetrical processes of automation and othering.

The credit was automatic and the cheques mailed quarterly to anyone who filed taxes on income below a certain level (with the amount tapering off beyond the $40,000 threshold). Directly funded through the price on carbon, it gave working people a material benefit through the transition.
