Indeed. Most cities don't have the budget. 72% of all profit is created in blue cities. Force a business there to clean up their act and they want to talk real soon.

We could make examples out of 2 of their advertisers next week. No, not by boycotting. Using Planning, Zoning, and Codes to affect overall profit margins. Once again, everybody will instead go to a rally.
