I don't anticipate a loss on merits, but with SCOTUS considering birthright citizenship under the 14th Amendment, it's worth considering that prior to the 14th, one was considered a US citizen if one was established as a citizen of a state. As governor, why not extend Illinoian citizenship broadly?
