Trump's cult believes him when he says other countries pay tariffs. They think the United States is making money as an alternate to taxes. Other than that, Trump is hoping to get more factories built in the United States so they can be more demand for natural resources which his friends can sell.

The United States Senate has a rule that allows any single Senator to debate for an unlimited amount of time known as a filibuster which can prevent a vote. Cloture is a vote that agrees that there is nothing more to say.
