The Refugee Convention explicitly states that recipient states must facilitate the naturalisation of refugees and bans penalising refugees for their method of flight.

But there's no court that enforces the Refugee Convention.

"Never Again" was supposed to do that.
Is it even in line with treaty obligations on asylum? I keep meaning to ask.
