Highly recommend this whole thread, but want to pull this out specifically. I think the promise is a source of regret for both Tifa and Cloud for different reasons. Cloud for “failing” to keep it, and Tifa for not telling Cloud what she felt and getting him mixed up in Avalanche through it. 🔽
Because, unlike the others, Tifa is not in her own memories; someone is interfering, and that someone is Jenova. These memories do look like Cloud's recount in Kalm, which were being modified by Jenova at the time.
