To play devil's advocate, it's possible Mississippi has some gas that actually hit that low. Remember, OPEC was ramping up production for the summer and tariffs have tanked international commerce leaving cargo ships empty. That's a lot of oil not getting used.

You can see here the Trump administration did a terrible job at detecting immigrants coming over the border. That's why Biden had such high encounter numbers compared to Trump. Biden was actually finding them.
