That Senate vote actually did take place on October 30, 2025. Republicans Rand Paul, Mitch McConnell, Susan Collins, and Lisa Murkowski voted with the Democrats. The final vote was 51 yeas and 47 nays. However, Speaker Johnson refused to take it up for a House vote until March of 2026.
