She changed her citizenship when she immigrated to Canada, before Raphael was born. There is no paperwork indicating she returned to US citizenship before he was born.

There is no evidence she was a US citizen at the time of his birth. What paperwork we have indicates she held Canadian citizenship at the time, and Dad was still Cuban.
