Example if theirs an emergency on street or same building they will assist to stabilize. Car accident or someone has a heart attack in front of office.

He was near veterans hospital. Not a veteran. Example, also laws where made that maybe if he had gone to veteran’s hospital (not a veteran). They would have treated him. Then transferred to other md place. Also was to prevent people dying in streets. More humain.
