I know the issue. It’s secure boot, and after turning it off I got a different error also relating to Secure Boot.
I use Garuda Dragonized for my current distro, which doesn’t officially support-

I cannot move my main setup to it just yet as it only has 1 M.2 slot, so I’m gonna get a PCIE expansion card for addition M.2 slots.
But this thing has SATA COMING OUT THE ASS.

So! I changed the Plugin Measure from “NowPlaying.dll” to “WebNowPlaying” and it works in Soita (the previously mentioned Poiru skin)
The controls work, along with the song name and time (with a percentage!)
However, I AM missing 2 spaces. I have yet to figure those out.
