It should begin at the local level then continue up through the elected state officials then onto federal levels... but the higher up people try to be elected, the more the majority of elected officials seem to be more interested in power and position and working for the big money backers.

Oh yes I totally agree with you. Voter apathy is worldwide and yet the disenfranchised have the most to lose and to gain. How many will now suffer more by not voting especially once the Trump regime begins? Worldwide no one seems to be able to come up with a solution.
