They are not out in the actual world. I grew up in a small rural town. Most are still there. They don't travel to exotic places or even Europe. They embed ideas and never critically analyze anything ever again. It keeps things simple for them.

Legalization of cannabis is not "getting ahead" of science and data. Harm reduction: less consumption of dangerous drugs (alcohol, opioids, etc.) Cannabis has been studied extensively and consumed for millennia. It's saving lives through its medical benefits.

And there you have the real reason why reform hasn't happened: ownership/responsibility for the perpetuation of personal rights violations. Not just the incarceration. The prevention of medical/nutritional options. Incalculable pain and suffering.
