Lots of wheeled military vehicles have inflation/deflation systems built into them, as partially deflating tires can be very helpful in soft soils and sand to stop from sinking and to get better traction.

They usually have internal support rings and reinforce sidewalls that can support the vehicle weight in the event of an air leak, but they do have some air in them to help improve ride quality.

I feel some sympathy for the guy, as he seems much different since his stroke. A wild change in character after a stroke and (likely) subsequent brain damage is not unheard of.
