There are plenty of ASHPs on the market that do just fine down to -13°F/-25°C. Won't get COPs of 4, but you shouldn't be referring to the state of the market 10 years ago as if it were today's.

95% of the USA needs no backup heat at all, and most of the other 5% only needs it a few hours per year.

There are independently wealthy inside traders who this won't hurt in case of a shutdown, and working class Reps like The Squad who have no other income who a shutdown will.

Republicans ran Congress in 2018-2019 too, with McConnell endorsing Trump's no-bill-that-doesn't-include-a-wall position despite the House flipping in the middle of it.

Republicans ran Congress in 1995-96 when they created the third longest shutdown rather than negotiate with Clinton.
