If you wear an IB bond (or any other IB armour) you can also put an IB Ornament on it and boost it to 5/5. 4/5 shouldn't be too bad though. I hope the memento will drop for you soon!

I've reset once and it shows I have two mementos. I assume you are wearing all armour/ornaments and emblem too to increase the drop rate?
