The US has no statute of limitations on war crimes. He can eventually be brought to justice, alone with everyone involved, should a future government decide to do so.

So we can kill their leaders legally, but they cannot touch ours. Even though our leaders do in fact give direct tactical orders to troops.

We can kidnap Maduro because he's technically and legally a combatant. Though, we aren't at war, which is the only legal point here.

The funny thing about international law, is its asymmetry against non-western nations.

Civilian leaders are not legally enemy combatants.

Leaders who direct any sort of tactical combat are considered enemy combatants.

Western nations don't attack other western nations, because international law is asymmetrically in favor of western nations. We can ignore the rules against others, but we can't against other western nations.

The UN Charter is mostly irrelevant. It was written to insulate western nations legally, and create asymmetric legal justification in warfare against non-western nations.

It is why western nations don't attack each other.

It is why it is full of exploits and contradictions.

I think the cognitive tests to ensure someone is capable of being the POTUS, should be a little more intensive than the one doctors use to see whether or not an elderly dementia person needs to begin palliative care or not.
