Meh. I just dabble, not a serious androider
Flutter is pretty easy and cross platform so that's all I've used but I've never actually run my apps on iOS

Point is, it's way more work than you think (but yes, easier than building the backend from scratch)
Could just create a feed... But the secret sauce of tiktok was it's algo and replicating that would be v difficult, and people might miss the UI

All you need is a screwdriver (which they provide) and they have great instructions for newbies. If you've played with Legos before you can definitely do it 😂 the parts just click together

You'd probably have to spend like $900 for one tho :( but if you bring your own RAM/SSD you can save some $, you could even use the components from your old machine
