I mean, nah. Subjectively the art style might be worse, but the lighting tech is much more advanced across the board. I do think it would be good if developers provided ultra low end options more often, like VoxelGI instead of Lumen for example. That way both camps would be happy.

The Outer Worlds 2 comparison was to compare native res to native res as an example of relative performance. You would need to adjust down to optimized settings and DLSS Quality or Balanced to actually play the game well on an RTX 5060(?) or whatever card it was.

I'm convinced that developers need to start shipping games with 2015 graphics technology, voxelGI, SSAO, SS reflections and lock the real max settings behind a console command. That would get rid of 90% of complaints about perf.

In terms of gameplay or visuals? I definitely prefer Halo for the gameplay and I guess COD 2s rendering was pretty primitive for a 360 title. I only played it a few times as a very young kid and could not remember if it was a 360 or a late OG Xbox title off the top of my head.

IMO it was basically true in the latter half of the X360/PS3 generation, where PCs were laughably ahead of the current console generation. I remember playing UE3 games on my i5-3570k/GTX660 and having a great 1080p/60 experience.
