Insurance companies don’t ask or manage how many patients a doctor sees since providers don’t work for them. Providers only submit a healthcare claim for services.
Maybe you mean a doctor who worked for a healthcare system. Those fill the doctors up with patients to make as much money as possible.

As someone who’s managed people for years I cannot imagine telling anyone they’re limited for advancement because of DEI or affirmative action. It should always be an honest conversation about their abilities, weaknesses and where/when opportunities arise.

Any manager doing this should be fired!
