What I think is so crazy is the presumption that legislatures or judges are in any way superior to doctors and patients when deciding what's best for a patient.

This seems crazy. Why cap anesthesia of all things? I checked it and it seems to be true, but none of the news outlets I saw give a clue about the length, which seems important.
