Wells did not mean fascism in the historical sense of Mussolini’s or Hitler’s movements. Instead, he used the term deliberately and shockingly to argue for a new kind of liberal capable of the discipline, resolve, and mass-mobilizing energy that the authoritarian movements seemed to possess—but oriented toward humanistic, egalitarian ends rather than racial or nationalist ones. To Wells, a “liberal fascist” was: Militantly committed to progress, science, and modernization Willing to use centralized, coordinated power to achieve social reforms Focused on large-scale planning, especially economic and technological Anti-aristocratic and anti-reactionary, breaking with old elites Dedicated to universal education and rational governance He believed liberalism needed to shed its softness, overcome individualist complacency, and adopt a more assertive, even aggressive posture if it was to compete with the emotionally compelling movements of the 1930s.

Nation-states were obsolete, and the world needed a scientifically managed, rational, global order. Technocrats, scientists, engineers, and planners should run society, not politicians or hereditary elites. This led him—very controversially—to call for a “liberal fascism” or “enlightened fascism”, though he never formally coined the term. What he did say (1920s–1930s speeches): He urged liberals to become “liberal fascists” and “the elite that will take over the world.” He argued for a “world brain” (proto-internet idea) and a “world state.” He wanted a disciplined, centrally planned, scientifically administered society.
