Well, here's the thing. The US already has a law on its books allowing an invasion of The Netherlands if anyone the US deems necessary to its security is held in The Hague by the ICC.

I'm genuinely curious why Ukraine doesn't keep referring to US and Russian obligations under the Budapest Accords. Ukraine are entitled to have all negotiations done through the UN Security Council and they should be lawyered up to fuck for any response.
