New construction driven by population growth primarily impacts dense urban centers like Berlin, Leipzig, and Munich, where housing sizes are already among the smallest. In contrast, many rural areas have significant unused housing stock.

Even with optimistic material efficiency improvements, Germany is on track to miss its emission reduction targets. Reducing floor space per capita would be most effective to limit emissions, but no policies currently support this shift.

This spatial resolution enabled us to assess whether there are enough houses in the places where people will actually need them. National scenarios are blind to this, likely leading to misestimations of Circular Economy potentials.

His really cool dynamic MFA study ("live (a) little: GHG emissions from residential building materials for all 400 counties and cities of Germany until 2050") explores scenarios for each city and county in Germany based on current housing stock and population trends.
